The Visiting Nurse Association is seeking a Clinical Education Program Manager (CEPM) to oversee the development, implementation, and supervision of educational programs to assure that the staff demonstrate excellent clinical performance, professional development, and knowledge about home health and hospice care to assure compliance with all legal, regulatory and agency specific requirements.

The CEPM is responsible for the management of the education of home health and hospice associates, including the orientation process and ongoing education needs, by promoting continuous learning through clinical education programs.


The CEPM identifies educational opportunities and oversees the development and coordination of education plans that assure comprehensive and streamlined programs so as to meet the needs of the clinical staff.


The CEPM manages and facilitates learning by collaboration with attending physicians, leadership, patient care managers, and associates.

Responsibilities

1. Providing coordination and management of clinical education for Home Health and Hospice service of the VNA of the Treasure Coast. The CEPM provides clinical expertise and serves as a role model and expert to Home Health in clinical education and skills.


a) Manages and teaches educational content/materials as needed or assigned to facilitate orientation, staff development and safe practice.
b) Manages the development of educational programs, materials, and resources for staff (e.g., performs literature-based searches or other methods of inquiry) to provide the most current data for evidence-based practice.
c) Manages the design and implementation of educational programs directed at members of the organization or the public as needs demands.
d) Oversees the coordination and delivery of training programs through various methods and approaches such as in-person presentations and in-services, on-line training via webinars and demonstrations, etc.
e) Manages the development of curriculum or content for classes, lectures, conferences, or other educational materials, including oversight of operations of certification or credentialing programs.
f) Ensures a smooth transition of new associates throughout the orientation period by managing coordinating the clinical orientation track.
g) Manages and educates clinical associates regarding the EMR documentation during the orientation period and ongoing.
h) Coordinates and manages onsite visits as to assess knowledge and compliance with the documentation process.
i) Mentors and assists clinical staff while adjusting content and teaching strategies appropriate to the learner’s needs.
j) Incorporates principles of adult learning in the planning, implementation, and evaluation of education programs.
k) Coordinates and manages joint visits with clinical staff to increase technical skill set and assess regulatory compliance.
l) Oversees planning, preparation, and maintenance of evidence-based materials for use in educational programs focused on the target audience.

 

2. Communication


a) Collaborates with the Director of Nursing and/or VP of Clinical Services to ensure the educational needs of staff are met.
b) Collaborates with service line managers to coordinate orientation, staff development and mentoring of clinical staff.
c) Communicates with People & Culture for any performance counseling issues.
d) Determines readiness of new associates to proceed to increased responsibilities of patient care.
i) At the end of the orientation period, the CEPM reserves the right of final determination of the clinician’s ability to provide excellent patient care.


3. Participation on other internal committees, as assigned, to provide expertise and coordination of education efforts, such as:


a) Quality Assurance Performance Improvement (QAPI)
      i. Direct and coordinate mandatory educational activities in collaboration with the QAPI department.
b) Home Health Steering Committee
c) Hospice Steering Committee
d) Others as needed/requested


4. Timely evaluation of educational programs through outcome results, via surveys or direct feedback, to validate and/or modify the objectives of the Education Department to comply with updates in regulatory bodies:


a) Provides an understanding and functional application of Medicare OASIS and the Conditions of Participation (COPs).
b) Manages, coordinates, and conducts annual educational needs assessment through surveys and review of risk data, with attention to changes in Joint Commission and regulatory requirements.
c) Ensures that all training programs and educational offerings will reflect compliance with state and federal regulations, Joint Commission Accreditation guidelines and accepted clinical practice.
d) Collaborates with Clinical Information Technology for training of clinical staff on the electronic record system and enhancements to improve OASIS, clinical monitoring and clinical note documentation.


5. Management, coordination, and delivery of education opportunities that benefit clinical staff at all stages of their career development and consults with staff regarding individual needs.


6. Maintaining current knowledge of clinical practices, federal/state guidelines, and Joint Commission and VNA policies/procedures. Updates clinical associate education materials to reflect the newest and best practices.


7. Behavior that reflects the understanding and support of the organizational values of accomplishment, affiliation, caring and commitment to quality as well as core values of service excellence, accountability, collaboration, and integrity.


8. Periodic re-evaluation to ensure that all activities and requirements regarding an organization’s education/certification programs are met.


9. Coordination of efforts to ensure the full utilization of all training facilities, processes, resources and equipment.


10. Collaborating with service line management to ensure training policies, programs and processes are developed, implemented, communicated, and consistently administered in compliance with organizational objectives and with relevant laws and  regulations.


11. Coordinating remediation opportunities for field clinicians between the clinical schedule, education , and Patient Care Managers to provide targeted education when needed to address identified deficiencies.


12. Promoting an atmosphere that encourages enthusiasm and user participation in clinical record keeping.

 

Qualifications


• Master’s Degree (preferred), Bachelor’s Degree, or other healthcare-related field and / or a minimum of 2 years of direct patient care experience combined
• Current active Nursing or Therapy FL license (required)
• Clinical knowledge: OASIS certification preferred, or 2 years of applied Quality Review and critical analysis of the OASIS product.
• Ability to efficiently operate computer software, Microsoft Office, and an understanding of cellular equipment (e.g., cell phones, tablets)
• Must be dependable, punctual, relate well with others and able to meet deadlines
