The VNA is seeking a Full Life Cycle Recruiter for sourcing/hiring agency positions. Responsible for the recruitment and applicant tracking system (ATS) and process to attract, identify and hire qualified talent for the VNA.  Develop client relations with hiring managers, by understanding business challenges and staffing objectives in order to achieve the VNA mission and strategic direction, related to agency staff levels for the agency.  Source an array of resources to promote VNA employment opportunities as well as candidates whose work experience would add value to the VNA’s strategic direction and current workforce.  Stay informed of data and trends to determine changes in recruitment techniques and strategies to enhance the VNA talent pool.  Work independently with some supervision by the Vice President of People & Culture. Demonstrate and integrate the core values of the VNA in the performance of duties.

 

Responsibilities

  1. Consult with leaders and hiring managers to understand business challenges vs. staffing needs, and industry and employment market to determine effective way to attract qualified workforce
  2. Build applicant sources (research and contact community services, colleges, employment agencies, recruiters, media, and internet sites); provide organization information, opportunities, and benefits; present at various recruitment venues to achieve objective
  3. Maintain corporate career web site and job board with current VNA career opportunities; identify sites for posting career opportunities, network with external recruiters, newsgroups and other job sites to attract talent pool and talent community 
  4. Assess and pre-screen candidates prior to recommending action to hiring managers.  Coordinate tests (if applicable); evaluate results and advise hiring manger on applicant’s qualifications to determine status in selection process. 
  5. Set interview logistics (in-person, electronic, etc) with hiring manager, interview team, contractors and candidate; arrange travel, lodging and initiatives for key candidate search as directed by board and exec search committee
  6. Prepare interview materials for interview panel; meet and escort applicant to interview.  Coordinate test (if applicable); evaluate result and advise hiring manger on applicant’s qualifications to determine status in selection process. 
  7. Provide VNA and community information, to viable candidates.  Provide status of employment consideration; verify references and pre-hire criteria.  Extend employment offer, negotiate hiring details, and generate offer letter with appropriate documentation to candidate.    Coordinate start dates with hiring manager and Human Resources.  Provide new hire paperwork to Human Resources to satisfy VNA and employment regulations
  8. Partner with Marketing and Communication on design and promotion of recruitment strategies that increase VNA ability to attract, select and hire qualitied workforce to achieve staffing objective.  Manage and monitor all recruitment initiatives, e.g., referral and sign on bonus program to measure impact
  9. Inform or educate internal and external parties on VNA applicant system, selection process and VNA practices to ensure compliance with VNA policies and labor laws.  Represent Human Resources guiding individuals to ensure compliance with VNA policies while minimizing employment practice risk.
  10. Identify and qualify external employment agencies to utilize temporary staff as needed.  Ensure contracting entity meet VNA requirements.  Maintain contract files to ensure compliance with VNA and regulatory guidelines for HR audits
  11. Communicate staffing needs, prospects, challenges and initiatives with Vice President of Human Resources routinely and as needed; create or run reports as needed to monitor and track results
  12. Create correspondence, forms and procedures to improve quality of recruitment, selection and hiring process; identify opportunities to simplify hiring and selection process for all involved

Qualifications

  1. Bachelor’s degree preferred or equivalent of related work experience or combination of education and experience
  2. HR Generalist, contingency and/or search firm experience a plus
  3. Experience with and knowledge of private care industry is desired
  4. Use of Microsoft Office Suite, applicant tracking systems and various sourcing media
  5. Must be proficient with Microsoft Word, Excel, Outlook, and PowerPoint
